Apple launched a new beta installation mechanism with the release of iOS 16.4 for users who are a part of the Apple Developer Program or who choose to participate in the public beta testing option.
The modifications were limited to iOS 16.4 and iPadOS 16.4, but now that macOS 13.4 and watchOS 9.5 betas have been made available to developers, Apple is bringing them to those operating systems as well. Beta updates can be turned on straight from System Settings on the Mac and the Software Update section in the Watch app on the iPhone for developers and public beta testers who have signed up for their respective programs with Apple.
The profiles that were previously utilized for deploying both developer and public watchOS and macOS upgrades have been replaced by Apple's new beta installation approach. The Apple Developer Program now requires an Apple ID to enable betas for developers.
Going forward, only registered developers will be allowed to access the developer beta because it is no longer possible to use a developer profile without a related developer account. The same is true for the public betas, but unlike the developer program, which costs $99 a year, admission to the public beta program is free and available to everyone.

The changes won't make much of a difference for minor beta upgrades, but when iOS 17, iPadOS 17, watchOS 10, and macOS 14 are released, the Apple ID requirement will prevent users without developer accounts from installing the developer betas. Non-developers have previously had access to shared developer profiles in order to gain early access to new software.
