According to U.S. National Security Advisor Jake Sullivan, the country would react forcefully if Russia used nuclear weapons against Ukraine. Washington has also explained to Moscow the "catastrophic consequences" that would follow. Following Vladimir Putin's veiled nuclear threat last Wednesday in a speech in which he also declared his nation's first wartime military mobilization since World War Two, Sullivan's statements represented the most recent American warning. "If Russia crosses this line, there will be catastrophic consequences for Russia. The United States will respond decisively," Sullivan told NBC's "Meet the Press" program. Sullivan did not describe the nature of the planned U.S. response in his comments on Sunday but said the United States has privately to Moscow "spelled out in greater detail exactly what that would mean." Sullivan said that the United States has been in frequent, direct contact with Russia, including during the last few days to discuss the situation in Ukraine and Putin's actions and threats. In order to acquire the territory that Russian forces captured during their February invasion of Ukraine, Russia is also holding referendums in four eastern Ukrainian provinces. The referendums, according to Ukraine and its allies, were a fraud intended to justify a war escalation and Putin's mobilization push following recent battlefield defeats. As a warning to Ukraine and its Western supporters, Moscow may portray attempts to recover Luhansk, Donetsk, Kherson, and Zaporizhzhia as attacks on Russia itself. Putin is assembling 300,000 troops and pledging to defend Russia with "all available means" after suffering defeats on the battlefield. In words perceived on the international arena as a threat on the potential use of nuclear weapons, Putin said, "This is not a bluff." On Sunday, Sullivan stated: "Putin is still determined to exterminate the Ukrainians, who in his opinion do not have a right to exist. He will therefore continue to approach, and we must continue to approach with weapons, ammunition, information, and all the assistance we can muster."
