Users receiving 'could not reach' error, while adding smart home devices to Google Home

A growing problem with the Google Home app is preventing many users from adding new devices, with a "could not reach" error limiting the process from completing.
The Google Home app can control Google's own devices, including the latest Nest Cam and Nest Thermostat, as well as millions of third-party devices from other brands. Adding devices usually entails linking an account from another service, but that process appears to be broken right now.
Attempting to add new third-party devices to the Google Home app for many users results in a "could not reach" error for the page that links your accounts.
This issue appears to be affecting a wide range of services, with many specifically naming TP-Link Kasa devices. Others have reported problems with Samsung SmartThings, Govee Home, Nanoleaf, and other devices in a thread on Google's support forums and on Reddit. Most users appear to have been affected by the problem in the last few days, however, some appear to have been affected for longer.
According to what we can tell, this is restricted to Android devices and isn't related to your account or the service itself, as some users have reported success on other devices or devices borrowed from a family member. There's also no connection between this and the regular Google Home app or the Public Preview release.
Some people have had success uninstalling Google app updates, but it's unsure which version is to blame. The solution must come from Google, which has yet to officially acknowledge the issue.
