Unable to tweet since Twitter is down, not accepting new users: What is happening?

Some Twitter bugs, features, and mishaps are more notable than others, but it's practically hard to keep up with them all these days. This is the case with the bug that Twitter is reporting today (? ), which informs users that they have "exceeded the daily limit for sending tweets."
The new error message that occurs when attempting to tweet from the desktop version of Twitter is displayed in the screenshot below. Simply get a "failed to transmit" error message when attempting to tweet through the Twitter mobile app.

A short glance at
Down Detector reveals that several individuals are having the same issue. Around 4:45 p.m. ET, there was a significant increase in outage reports, and several users commented on the Down Detector website that they were unable to tweet. According to the Down Detector website, 52% of users are reporting app issues, 35% are reporting website issues, and another 13% are mentioning a server connection problem.
Many of us have attempted to tweet from personal accounts but have all encountered the error "you are above the daily limit for posting tweets." Strangely, other Twitter users seem to still be able to tweet, indicating that the issue may be localized or related to Twitter's most recent API modifications. It's anyone's best guess at this moment.
A flaw or a portent of significant developments to come?
Although the language of the error suggests that it was probably not Twitter's goal, Although Twitter has previously been unavailable and prevented users from tweeting, the phrase "daily limit" is new.

It's vital to remember that Twitter has always had tweeting restrictions. Twitter has imposed a daily tweet restriction of 2,400 tweets per user since at least 2018. One reader who experienced the "daily limit" problem was given a warning and a "learn more" link that led them to the

A reasonable solution to combat spam from bot accounts is to set a daily tweet limit of 2,400, but why are users who have tweeted fewer than 12 times in a day getting the message? The tweet limit counter could just be broken due to a simple bug. Or it might be an indication that Twitter is significantly limiting the number of tweets that users can post each day. Though it seems like a wild concept, Twitter has seen far stranger things. It's not impossible to picture a scenario in which Twitter Blue subscribers have unlimited tweets while free users are subject to a daily limit.
How to adjust the daily cap Twitter error?
The ability to schedule a tweet for the future appears to still be functional even if Twitter won't allow you send it normally. Is it perfect? No.

However, there is a workaround if you absolutely must tweet but Twitter isn't allowing it right now. Although it's unknown when Twitter will return to normal, we'll monitor the situation and
